In 1948 the department of “Philosophical Problems of Medicine” was first formated. The first head of the department was Salomon Naumovich Berger (1948-1951). In subsequent years, famous scientists worked as heads of the department: I.B.Sinelnikov (1951-1953), A.M.Smirnov (1953-1954), V.F.Sorokin (1955-1969), A.I.Luneva (1969-1971), A.A.Fayziev (1971-1976гг.)

During the period from 1978 to 2000, the department was managed by the candidate of Philosophical Sciences, Associate Professor Ibrahim Murtazaevich Khaidarov. In 1992, on the basis of Order No. 440 dated 08/17/1992. The Department of the Ministry of Health of the Republic of Uzbekistan was renamed to “Philosophy and healthy lifestyle”.
Since 2000, in addition to the philosophy course, foreign language teaching has been organized at the department.
2001-2005 the department was headed by Candidate of Medical Sciences, Associate Professor Azada Muminovna Agzamova
In February 2006, at the initiative of the rector of TIPME, Professor J.M.Sabirov, confirmed by the Ministry of Health of the Republic of Uzbekistan and based on decision No. 122 of 25.01.2006. The department was reorganized under the name “Social and Humanitarian Sciences” by the Scientific Council of TIPME.
2006-2013 The department was managed by the candidate of philosophical sciences, associate professor Polvonjon Porsayevich Chuliev
In May 2013, Doctor of Philosophy Mahmudhuja Nizamovich Nuritdinov was elected to the position of head of the department on the basis of the announcement of a vacant position and the decision of the Scientific Council of TIPME
Since 2022, the department has been renamed the course “Development Strategy of Uzbekistan. Civil society”.
