Medical-trainee (listener) of
the Center for the Development of professional qualifications of medical workers
1. The medical-trainees of the Institute are persons enrolled in training by Order of the Director of the CDPQMW in accordance with the admission rules.
2. The rights and obligations of medical-trainee of the CDPQMW are determined by the law "About Education" of the Republic of Uzbekistan, the Charter of the CDPQMW and the internal regulations of the CDPQMW.
3. The assessment of the level of trainee's knowledge is carried out on the results of basic, current and final knowledge control on a rating basis, the defense of reports and graduation works, and an interview.
4. Medical-trainee of CDPQMW has rights:
4.1. Participate in determining the content of the programs and choose disciplines for optional and individual forms of study in coordination with the corresponding educational units of the CDPQMW.
4.2. Use the normative, instructional, educational and methodological documentation on professional activities available in the departments of the CDPQMW, laboratories, classrooms, lecture rooms, reading rooms, library, and services of other departments in accordance with the procedure established by the Charter of the CDPQMW.
4.3. Medical-trainee is obliged to comply with the requirements of the Charter of DPQMW, perform all types of educational work established by the curricula and training programs.
5. Monitoring and evaluation of the quality of professional development of a medical trainee include:
5.1. Internal control carried out by the administrative division of the CRPCMR consisting of:
- assessment of basic knowledge;
- current control of the degree of mastering new knowledge, skills and abilities;
- final control, which includes certification according to the specialty upon completion of training.
5.2. External control carried out by the Ministry of Healthcare of the Republic of Uzbekistan, other personnel customers, the State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan.
5.3. A medical-trainee who has successfully completed the course, a state document (diploma, certificate, certificate) is issued.
5.4. Information on the results of advanced training and professional retraining in personnel services at the place of their main work is taken into account in case of certifying employees, determining the official movements of specialists, and setting the appropriate salary for them.
6. A medical-trainee enrolled in the full-time training system is disingaged from official duties for the duration of training, while maintaining his average salary at his main place of work.
7. For nonresident medical trainee, enterprises and organizations that sent them to study pay for travel fees to and from the place of study, as well as travel expenses during the entire period of study.
8. The procedure and terms for the material support of a medical trainee for the period of advanced training are determined in accordance with the current Legislation of the Republic of Uzbekistan.
Primary and additional specialization trainee of
the Center for the Development of professional qualifications of medical workers
1. Students of the primary and additional specialization of the CDPQMW are persons enrolled in training by order of the director of the CDPQMW in accordance with the admission rules and on the basis of concluded Contracts.
2. Trainees of the primary and additional specialization of the CDPQMW are obliged to comply with the requirements of the Charter of the CDPQMW, perform all types of educational work established by the curricula and training programs.
3. The rights and obligations of trainees of the primary and additional specialization of the CDPQMW are determined by the law "About Education" of the Republic of Uzbekistan and Resolutions of the Cabinet of Ministers, as well as the Charter of the CDPQMW and the internal regulations of the CDPQMW.
4. The amount of the cost of education the paid-contract form is determined by the Ministry of Healthcare of the Republic of Uzbekistan.
4.1. Payment for each training course is fixed separately according to the specialty of education in the amount of full reimbursement of expenses per student.
4.2. When the minimum wage changes, the amount of payment for the remaining time of study changes accordingly. At the same time, appropriate additions are included to the contracts.
4.3. Tuition fees are paid by individuals or legal entities in whole or partly (at least 50% of the fixed amount), but no more than 2 times a year, within the time limits specified by the contract.
5. Specialists who have arrived from other regions and enrolled in the cycles of primary specialization of the CDPQMW are provided with places of residence in accordance with the established procedure.
6. Primary specialization is intended for individuals to pass if they have confirmed documents on obtaining one of the medical specialties and work experience in it for at least 2 years and is carried out both in the directions of territorial health management bodies, Ministries, departments and organizations that run medical and preventive institutions, in accordance with the available the need for specialists, and directly at the request of a doctor.
7. Additional specialization is a type of retraining of doctors aimed at mastering new professional knowledge, skills and abilities in order to acquire an additional (to the existing main) medical specialty.
8. Doctors who have received their main specialty through a master's degree, clinical residency or internship are allowed to pass an additional specialization.
9. Primary or additional specialization of doctors is carried out in separation from their main work on the terms of paid contract training in groups and individually.
10. Professional retraining (specialization) of doctors is carried out in accordance with the nomenclature of basic and additional medical specialties approved by the Ministry of Healthcare of the Republic of Uzbekistan.
11. The duration of primary and additional specialization of doctors, as a rule, is 1.5 months - 2 years (216 – 3456 credits), is determined by the educational program compiled in accordance with the qualification characteristics of a medical specialist, depends on the level of previous higher medical education, the available and mastered specialty, type, labor intensity and form of training.
12. The order of enrollment and terms of study in primary and additional specialization courses, taking into account the received placement of education, the existing main medical specialty, the amount of knowledge and skills to be mastered, is determined by the Ministry of Healthcare of the Republic of Uzbekistan.
13. Monitoring and evaluation of the quality of retraining of medical workers include:
13.1. Internal control, consisting of:
- assessment of basic knowledge;
- current control of the degree of mastering new knowledge, skills and abilities;
- final control, including certification according to the specialty;
13.2. Administrative monitoring carried out by the CDPQMW.
14. A trainee of the specialization is allowed to final certification after approval of his report on the work done at a meeting of the department. The report is approved by the head of the department and submitted to the attestation commission.
15. After completing the training program in accordance with the results of the certification, the certification commission makes a decision regarding to the completion of primary or additional specialization, taking into account the rating control of knowledge and skills.
16. The ascertained Certificate, which entitles them to carry out professional activities in the acquired medical specialty, are given to those trainees who have successfully completed the cycle of primary or additional specialization, in accordance with the established procedure.
16.1. The average total score, the number of credit hours and the degree of mastering the specialty are indicated in the certificate.
16.2. Responsibility for the quality of training of specialists in primary or additional specialization, their readiness for independent work in all levels of practical health care, is assigned to the heads of departments of the CDPQMW.
17. The procedure and terms of material support for students during retraining are determined in accordance with the current Legislation of the Republic of Uzbekistan.
