The department was founded in 1947 under the name “Organization of Social Hygiene and Health Care”. The founder and first head of the department was the Honored Worker of Science and Technology of the UzSSR, Honored Doctor, Associate Professor Yakub Karimboevich Mominov, the director of the Semashko Institute of Balneology and Physiotherapy until 1956 was Yu.K. Mominov.
