Rafiq Nematovich Karimov was born on March 4, 1961 in the city of Andijan. After graduating from high school, I started working as a court clerk in the People's Court. After military service in the Soviet army, he graduated full-time from the Faculty of Law of Irkutsk State University. He served as an investigative officer in the Andijan regional prosecutor's office. He worked as a lawyer in Tashkent.

Since September 2020, he has been working as a chief legal consultant at the Center for the Development of Professional Qualifications of Medical Workers.

The hiring and dismissal of the chief legal consultant of the center, his disciplinary punishment is carried out in coordination with the Department of Justice of the city of Tashkent.
